I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 2nd December with regard to a letter from the Chairman of the Representative Board of the Auti-Opium Societies of Great Britain and Ireland, deprecating the appointment of Sir C. Clementi Smith as British delegate to the Opium

Conference.

2. Mr. Harcourt concurs in the reply which Secretary Sir Edward Grey proposes to return to the letter, and he desires me to say that a similar reply will be sent to the letter addressed to him on the subject.
